Facebook - Someone hacked me

New ReviewerI am a school teacher and an artist. I have a professional and personal Facebook page.
My professional page is Arturchin. I have had this for years. I opened an Instagram page, and had that for over a year. Recently, a phone from Russia hacked into my Instagram account.
I tried MANY times to correct this, and was forced to delete this account. I had to act fast, because each time I tried to change my password, this hacker changed it as quickly as I changed it. After I deleted this account, I was informed by my friends that another Instagram account had been opened, using Arturchin, using a very old photo from my Facebook account. I attempted to contact Facebook, as well as Instagram to try to solve this issue.
To no avail. I was told I was unable to do anything about this; as my identification did not match this new account. I am more than frustrated and furious. I am connected to many students and parents, as well as colleagues from college, art organizations, and people I respect.
The activity this hacker engages in compromises my integrity, and my reputation. I am writing to you, because I am at my wits end. I had people report this new account, but it is still visible. Please help me.

Preferred solution: To have the impersonating Arturchin profile permanently eliminated from Instagram, to have the hacker held responsible and unable to do this to anyone else. .
